Department of Justice, Office on Violence Against Women Grants Management Services

Background/Challenge:

In FY 2019 alone, OVW awarded 754 new grants totaling more than $462M. Currently, the OVW portfolio includes more than 2,200 active awards totaling $1.55 billion. Some examples of these grant programs include;

Grants to Reduce Domestic Violence, Dating Violence, Sexual Assault, and Stalking on Campus Program
Training and Services to End Violence Against Women with Disabilities
Sexual Assault Services Culturally Specific Program
Grants to Tribal Domestic Violence and Sexual Assault Coalitions Program
Transitional Housing Assistance Grants for Victims of Domestic Violence, Dating Violence, Sexual Assault, and Stalking

To service these grants, dedicated personnel are required for the administration and management of policy, planning, application receipt, award processing, post award administration, monitoring, reporting, training, audit resolution, technical assistance and closeout. These grant durations range from twelve to thirty-six months.

Solution / Our Answer
Results / Outcome

Our collaborative approach allows us to discover the issues and potential problems having fiscal implications by working closely with program systems, and financial staff, and other Federal agencies. We proactively make recommendations to improve development, introduction, and use of innovative approaches to financial management practices. In this way, OVW program CO and COR stay abreast of financial and grants management statutory requirements, regulation, decisions, policies and procedures, management principles and methods and the latest management theories and practices.

Through these collaborative efforts, we have tailored our PMBOK-based management approach to OVW’s needs, mission, and environment. Thus we are able to produce well informed standard procedures, templates, handbooks, technical and policy references.

Our high standards of excellence have led to this contract award for three consecutive turns. Since our original contract award in 2013, we have been able to maintain this level of service with only eight FTE staff. Only twice has a member of that workforce been replaced.
