About HCaTS

The Human Capital and Trainings Solutions (HCaTS) contract is a result of a partnership between the Office of Personnel Management (OPM) and the General Services Administration (GSA). HCaTS SB is a total small business set-aside, multiple award, indefinite delivery/indefinite quantity (MA-IDIQ) government wide contract vehicle supporting OPM’s Training and Management Assistance (TMA) program providing customized human capital management and training services. HCaTS consist of a base period of five (5) years with one (1) five-year option period and one (1) six-month option period. HCaTS provide federal agencies with a reliable, flexible, fast, and efficient way to obtain best value solutions for complex human capital and training service requirements.

Complex human capital and training service requirements typically involve:

  • Multiple human capital services disciplines;
    • Significant IT components, but are not IT requirements;
    • Ancillary support services and supplies (commonly referred to as Other Direct Costs – ODCs);
    • Commercial or noncommercial services, or a blend of both;
    • Consideration of all Federal Acquisition Regulation (FAR) Part 16 pricing alternatives, including fixed-price with or without incentives, cost-reimbursement (all types), Time-and-Material, Labor-Hour, or combinations of these alternatives, to fairly allocate risk between the contractor and Government, and
    • Blending of all or some of the above.

 

Contract Number:  47QREB19D0009 (Pool 1):  Training and Development Services ($11M Size Standard)

This pool comprises of efforts engaged in the three Key Services Areas (KSAs) identified in HCaTS:

  1. Customized Training and Development Services,
  2. Customized Human Capital Strategy Services, and
  3. Organizational Performance Improvement. Customized training includes, but is not limited to, training that is developed and/or delivered to any Federal employee to enhance knowledge, skills and abilities related to a specific title, series and/or function on any subject matter, or general knowledge, skills and abilities.

Customized Employee Development Services includes, but is not limited to, services provided to any Federal employee to develop and/or enhance their general, mission-specific, management and/or leadership knowledge, skills and abilities. A service that is provided to any Federal employee to coach them throughout their transition(s) in the Federal government.

Only an authorized user, who has a Delegated Procurement Authority (DPA) for HCaTS contracts may solicit, award, and administer a task order on HCaTS Contracts. Please see www.gsa.gov/hcats for details on how to obtain a DPA.

The scope of Human Capital Strategy Services is inclusive of, but not limited to a broad range of human capital and human resources services. The services may include as part of talent management and human capital management are: HR strategy, organizational and position management, staff acquisition, performance management, compensation management, HR development, employee relations, labor relations and separation management.

Organization Performance Improvement is inclusive of, but not limited to, improved performance requiring changes in how people are organized around business processes, changes to the processes themselves, and the tools created to support those processes, as well as changes in management practices.
