Human Capital and Training Solutions – Small Business (HCaTS SB)

The Human Capital and Training Solutions (HCaTS) contract is a joint initiative between the Office of Personnel Management (OPM) and the General Services Administration (GSA). HCaTS SB is a total small business set-aside, multiple-award, indefinite delivery/indefinite quantity (MA-IDIQ) government-wide contract vehicle supporting OPM’s Training and Management Assistance (TMA) program.
HCaTS provides federal agencies with a reliable, flexible, fast, and efficient mechanism to acquire best-value solutions for complex human capital and training requirements. Complex requirements typically involve:
- Multiple human capital services disciplines
- Significant IT components (supporting, not primary IT requirements)
- Ancillary support services and supplies (Other Direct Costs – ODCs)
- Commercial or non-commercial services, or a blend of both
- Consideration of all FAR Part 16 pricing alternatives (fixed-price, cost-reimbursement, T&M, labor-hour, or combinations) to fairly allocate risk
- A strategic blending of all or some of the elements above
This pool comprises efforts engaged in the three Key Service Areas (KSAs) identified in HCaTS:
1. Customized Training and Development Services
Training developed and/or delivered to federal employees to enhance knowledge, skills, and abilities (KSAs) related to specific job series/functions or general competencies.
2. Customized Human Capital Strategy Services
Spans a broad range of human resources services supporting talent management and human capital strategy, including: HR strategy, organizational and position management, staff acquisition, performance management, compensation management, HR development, employee relations, labor relations, and separation management.
3. Organizational Performance Improvement
Encompasses performance optimization requiring structural adjustments in how people are organized around business processes, process re-engineering, supporting tool creation, and management practice enhancements.
